Did The West Virginia Medical Board protect a misbehaving podiatrist
Dr. Jeffrey Shook is a podiatrist who has worked in Huntington, WV for 4 separate companies. He has also worked in Gallopolis Ohio and is now currently in Logan WV. Obviously having so many different locations and companies in short time would raise eyebrows. However he has also authored numerous articles and is a regular speaker on many subjects (this article once being read should make people question if he should be)
Prior to 2007 Dr. Shook was a podiatrist in Huntington WV bouncing around from company to company. During that time he had three malpractice cases filed against him. Two of the cases were dismissed, a third settled for 500,000. During this time Dr. Shook ran a podiatric residency, it was shut down by the council of podiatric medical education, no reason was given (and they will not give one). However, during their stay multiple residents quit the program.
Then August 2007 Dr. Shook surrendered his license due to a chemical dependency, you would not read about that on the West Virginia Board of medicine site. In fact you would read that Dr. Shook has no disciplinary cases at all. You would also not read that Dr. Shook had any interupption in his license; as it states it was originally granted in 1996 and is due to expire in 2013. In fact the public would be complete oblvious to this fact unless it was for the state of Ohio and their laws which required him to explain everything and enter into a consent order to practice there under the supervision of Dr. Curtis Arnold (more on him later): www.med.ohio.gov/pdf/Agenda/2009/06-09agenda.pdf.
Now this all came to light; as you see on Dr. Shook’s profile a fourth case was settle for 200,000. Editorial comment for a podiatry case to settle for over 100,000 is a lot, he has had two of them, this is significant. The case essentially says that WV has a law that states they do not mention Dr. Shook’s chemical dependency. But as we have seen in the previous paragraphs as well as malpractice actions there appears to be a pattern of Dr. Shook’s issues over time. Now I am sure you are thinking, well I’m sure the medical board is impartial towards Dr. Shook. Not so fast my friend that is where the good doctor Curtis Arnold comes in. We will show Dr. Arnold and Dr Shook’s relationships and other questionable dealings during the next article.

* On Feb. 23, 2009, Pulido performed surgery to correct a hammertoe deformity of Bego’s bilateral second toes. During the course of removing the pins on April 13, 2009, Pulido observed that the pin he removed from her left foot was significantly shorter than the pin removed from her right foot. Bego claims when she questioned him about the different lengths of pins and asked for x-rays to make sure nothing had broken off inside of her foot, he only took Polaroid pictures of her foot. Bego sought other opinions from Imani and Shook, who discovered through x-rays that the pin was still in her foot. Imani advised her not to have surgery, so she went to Shook, who performed surgery but “evidently decided not to remove the pin from the plaintiff’s foot,” according to the suit. She is seeking compensatory damages with pre- and post-judgment interest.

In the state of West Virginia, there is a board of medicine. There is not a board of podiatry. This creates a situation, where in on the complaint committee, there is one podiatrist. This podiatrist retains a great deal of power, essentially, when an item goes before the committee. It is this podiatrist that will give his educated opinion; whether further action should be taken on the complaint. Needless to point out this podiatrist is extremely powerful. In West Virginia since about 2007; that podiatrist has been Curtis Arnold.
The only requirement for the board is there are an equal number of republicans and democrats. There is no ethical or good standing requirement. In defenese of the board, they are not reimursed at a rate equaitable to the amount of time and effort they put in. (wait I thought this was supposed to be a hit piece) However, one can see that this podiatrist retains an incredible amount of power.
Before, we go further any action regarding Dr. Shook is confidential and not part of the public record so we are unclear if, Dr Arnold recused himself from the hearing. We will use the public record to at least question his motives in this place. If Dr. Arnold or the medical board cares to respond, we at the Podiatry Post will give them time and effort.
In 2008, Dr Shook was brought in front of the medical board and we are to assume they reinstated his license despite his very serious transgressions, as far as we know Dr. Arnold did not recuse himself. Depsite having a prior relationship with Dr. Shook during this time. This can be demonstrated from the Ohio Medical Boards minutes. We at the Podiatry post do not have an issue with Dr. Shooks license being reinstated as long as it was done properly and above board. Howeve,r it should be public record that he surrendered it.
Now during this time, another podiatrist was brought in front of the committee for tax evasion. This podiatrist, who will be nameless had to surrender his license, for unprofessional and unethical conduct, due to tax evasion. Dr. Arnold was on the committee for this person, and he did not recuse himself (public record). However I am sure his close friend Dr. Shook was pleased to this decision, in that Dr Shook had been in practice previously with this podiatrist and had actually sued this podiatrist at one time. Oh I forgot to mention, Dr. Arnold and Dr. Shook practiced together for a short time in 2010 on a part time basis. Additonally Dr. Shook’s soon to be ex-wife practiced with Dr. Arnold for years prior to their divorce. Doesn’t the plot get thicker.
So while Dr. Arnold was on the board: they thought tax evasion was unprofessional and unethical while operating in the midst of a chemical dependancy deserved no action. Although, Dr Arnold being on the board and his close relationship with Dr. Shook required no disclosure or requsal.
Well at least we can depend on Dr. Arnolds sterling record as a podiatrist http://www.wvbom.wv.gov/licenseDMDetail.asp?IndividualID=3#M. Well its only three cases and they all settled, so that’s not bad. On the bright side if he remarries it will equal his amount of marriages. So there you go.
